Project to decommission and dispose of the existing rotating biological contactor (RBC) plant in the 94-home Kelvin Grove neighbourhood of Lions Bay, BC. Design, supply, install, and commission a new prepackaged secondary treatment system consisting of an RBC plant and secondary clarifier that fit within the confines of the existing concrete well. For the duration of the decommissioning and disposal of the existing RBC, a secondary, rental, treatment system was installed that met the Municipality’s existing effluent quality requirements. In addition, given the proximity to homes and the steep terrain, noise bylaw adherence and sediment protection plans were implemented.

• A design-build contract was used to best overcome the possible redesign concerns.
• Being that it was a repeat client who we had developed a good working relationship, matters were addressed relatively quickly as we worked through the various design and construction phases.

Challenges

• As-built drawings lacked some detail resulting in additional instances of active redesign.
• The delivery of some of the major components were ordered and fabricated in March 2020 at the height of the supply chain uncertainties, due to COVID-19. We were able to overcome these challenges by sourcing alternates where needed and being fully transparent with the client in the challenges we were facing.
